Odisha, Telangana, Haryana, hill states: know the latest travel rules and night curfews

3 states issue new travel rules

Odisha has announced a 14-day mandatory quarantine (paid/institutional) for anyone entering from West Bengal by any mode of transport. The quarantine must be completed in a cluster TMC (Temporary Medical Centre) and be managed by an area’s Block Development Officer or Establishment Officer.


Those travelling from West Bengal to other states via Odisha shall be allowed to pass if they don’t get down from their vehicle inside Odisha.
Travellers who have completed two doses of vaccination and have a certificate, or an  RT-PCR negative test report not older than 48 hours, may be allowed to home quarantine. 

Telangana has asked all Kumbh Mela returnees to isolate themselves for 14 days. Anyone who participated at the event in Uttarakhand from April 1 to April 17 must observe this. Those experiencing COVID-19 symptoms have been advised to get tested at the nearest government diagnostic centre, and call the state helpline (104) if they have further doubts. 

Kerala has declared lockdown-like restrictions on the weekends to limit unnecessary travel, starting from April 24. Exemptions will be given to those attending weddings and funerals, for buying food or medicines, or visiting sick relatives. However, such travellers need to carry a self-declaration form mentioning their purpose of travel. The new rules come on top of an existing night curfew from 9 pm to 5 am, in place till May 3. 

Haryana’s curbs in worst-hit districts

Section 144, which prohibits the gathering of more than four people in one place, has been imposed in Gurugram and Panchkula. Essential services are exempted from this restriction. The state also has an ongoing night curfew in place between 10 pm and 5 am.

The Deputy Commissioners of Sonipat, Faridabad, Hisar, and Karnal have also been authorised to impose Section 144 on a need basis, so an announcement is expected for these districts soon. 


More night curfews declared

Chandigarh’s night curfew will now be from 9 pm to 5 am instead of 10 pm to 5 am. The order was passed on April 23 and will apply until further notice. All non-essential movement has been restricted, but those travelling to another state by car via Haryana will be allowed to pass after checking. Andhra Pradesh has been put under an indefinite night curfew from 10 pm to 5 am. The curfew has come into effect from April 24.

Uttarakhand has imposed a full curfew in these municipal areas of Dehradun district: Dehradun, Rishikesh, Garhi Cantt and Clement Town. The curfew will begin from 7pm of April 26 (today) and end at 5 am on May 3. 

A curfew has also been declared for the Haldwani Municipal Corporation, Lalkuan Nagar Panchayat and Ramnagar areas of Nainital district, from April 27 to May 3. 


Himachal Pradesh
has restricted all non-essential movement from 10 pm to 5 am in the districts of Sirmaur, Una, Solan and Kangra. The night curfew will be in place from April 27 to May 10. 

Lockdown extended in Delhi, Chattisgarh

New Delhi’s lockdown, which was scheduled to end today, has been extended for another week up to May 3, as the national capital’s COVID-19 positivity rate is at an all-time high.

Chhattisgarh has also extended its lockdown in several districts, including capital Raipur, till 6 am on May 5. If you are travelling to the state, you can enquire about your destination district’s lockdown details (if any) with the state helpline at 9109849992 / 0771-2443809.
