To reduce the congestion at airports amid the COVID-19 pandemic across the country, all domestic airports have been advised to implement the “one handbag rule.”

This has come after passengers were found carrying more than one piece of cabin luggage, overwhelming security check-in counters at the airports.

The Central Industrial Security Force (CISF) had requested the airlines and other stakeholders to implement baggage rules.

As per BCAS AVSEC order, “No passenger should be permitted to carry more than one handbag other than those items already listed in the circular including ladies bag. However, it has been seen that a passenger on average carries 2-3 handbags to the screening point. This has led to increased clearance time as well as delays, congestion in PESC points and inconvenience to passengers. It is, therefore, felt that enforcement of the aforesaid circulars must be ensured by all stakeholders/airlines.”

The Air India Express has also tweeted that passengers may carry a piece of hand baggage that weighs no more than 7 kg and a laptop bag that holds only a laptop.


Delhi Airport has implemented the ‘one handbag rule’ with some exceptions:


Ladies handbag, an overcoat or a wrap, a rug or blanket, a camera or pair of binoculars, a reasonable amount of reading material, an umbrella or a walking stick, an infant’s feed for consumption during the flight and infant’s carrying basket provided an infant is carried, collapsible wheelchair and/or pair of crutches or braces for passenger’s use if dependent on these, a gift item purchased from duty-free shops and a laptop bag.
