Do I Need a Voltage Converter in Cape Verde?

Cape Verde runs on a main voltage of 220 volts at a frequency of 50 Hz. This is effectively the same as India's 230V/50Hz. You can plug any Indian device into a Cape Verde socket without a voltage converter, as long as the plug shape fits.

Will my Indian charger work in Cape Verde?

Yes, but it depends on which socket your hotel has. Cape Verde uses Type C and F sockets at 220V/50Hz. Your Indian phone and laptop chargers are dual-voltage (the label reads 100–240V), so they handle Cape Verde voltage without any issue. The only question is plug shape — your Indian plug fits Type C sockets directly, but will not fit Type F sockets without an adapter. You do not need a voltage converter — Cape Verde's 220V is the same as India's 230V.
